Riverbend Institution Release Paths

Riverbend Maximum Security Institution is operated by TDOC. Its public release path is statewide. A person who leaves the campus may have transferred to another Tennessee prison, entered parole supervision, reached sentence expiration, or left under another authorized state action. The absence of Riverbend from a current assignment does not by itself answer which event occurred.

Read FOIL’s Supervision Status with Assigned Location. Incarcerated at a new state location indicates continued TDOC custody. Parole indicates community release under conditions and TDOC supervision. Inactive can describe a former state record, but it should be compared with the release and sentence data. A Board grant or Release Eligibility Date is not proof of physical release. TDOC must complete the release process, clear holds, and satisfy any pre-release conditions.

Confirm Riverbend Institution Release

The official TDOC FOIL gateway covers felony offenders currently or formerly in state custody or supervision. It is the correct first search for Riverbend because DCSO’s active-inmate portal covers a separate county jail system.

1. Search FOIL by TDOC or TOMIS identifier when available. Use name and aliases when an identifier is not known.
2. Match the person using date of birth, SID, and other non-sensitive identity fields.
3. Read Supervision Status and Assigned Location first. Note whether Riverbend or another TDOC prison appears.
4. Review Combined Sentence Length, Sentence Begin Date, Sentence End Date, and Release Eligibility Date as separate fields.
5. Check Parole Hearing Date and Parole Hearing Result without treating a grant as same-day release.
6. Use TDOC records or VINE to confirm an actual movement, parole event, sentence expiration, or discharge.

Riverbend Institution FOIL Fields

Riverbend release research depends on careful date labels. FOIL can show several dates for one sentence, and each answers a different question. The record should be saved with the date checked because new judgments or state processing can alter the display.

FOIL may state that no active Tennessee sentences are on file for a former record. That finding is stronger than a missing facility name, but TDOC archived records remain the formal path for a certified history. Neither the photo nor a past Riverbend assignment proves present custody.

Use TDOC’s archived-record process when the public result does not show the movement destination, release authorization, or exact discharge type. A narrow request can ask for the final release or discharge authorization, sentence computation, movement entry, recorded destination, supervision status, and date. Include the full name and TOMIS number, if known, and identify the time period.

TDOC advises requesters not to prepay archive charges. It will quote a charge if the search requires one. Ask for existing records rather than a new calculation or legal conclusion. The sentencing court supplies the judgment, while TDOC maintains the state sentence and movement record.

TDOC Policy 511.03 shows why the completed record matters. Before an authorized release, staff compare sentencing papers with the offender system, review judgments and revocations, check detainers and unprocessed-sentence flags, seek sentence-office confirmation, and complete a release checklist. A public FOIL date does not replace those controls. For Riverbend, the final authorization can resolve whether a planned departure actually occurred and whether another custodian received the person.

Riverbend Custody and Population

TDOC lists Riverbend with custody levels ranging from minimum through maximum and a capacity of 786. The institution houses men, including male death-row inmates. Those facts shape how release data must be described. A high-security assignment is not a sentence by itself, and custody level alone does not establish parole eligibility. The judgment, offense date, sentence, and statutes control.

Death-row status and life without parole require special care. They should not be paired with general release-date language or presented as if a future community departure were expected. A movement away from Riverbend can still be a state transfer. When FOIL shows no parole eligibility or when the sentence legally excludes it, report that limitation without inventing a projected date.

The safest wording stays record-specific. State that TDOC lists the person as incarcerated at Riverbend, transferred to a named state location, paroled under supervision, or inactive as of the check date. Do not turn a blank field into an estimate. If the judgment or FOIL result shows an exclusion, preserve that fact and direct any formal sentence question to TDOC records or the sentencing court.

The earliest point at which parole consideration may occur if the sentence permits it.

Life without parole

A sentence that does not provide parole release eligibility.

Transfer

A move to another custodian or institution while confinement continues.

Riverbend Release Date Limits

Tennessee has no universal release percentage. Tenn. Code Ann. § 40-35-501 ties eligibility to the offense date, offense, sentencing range, sentence length, consecutive terms, and statutory exclusions. Some listed offenses use 85-percent rules, other sentences require 100 percent, and some have no parole eligibility. The common claim that every state prisoner serves 85 percent is wrong.

Sentence-reduction credits under § 41-21-236 can be earned, lost, or limited. The current framework permits awards within set limits for good behavior and satisfactory program work, but the award is not automatic. Its legal effect depends on the sentence and offense date. For some newer sentences, credits may affect parole eligibility without changing sentence expiration.

FOIL’s Release Eligibility Date is therefore a legal milestone, not a promise that Riverbend will release the person that day. The Board may deny or defer parole. TDOC may need to resolve a detainer, another sentence, disciplinary deferral, or release-plan issue. For a death-row or life-without-parole record, no eligibility date should be inferred from generic formulas. The official sentence-management record controls.

Riverbend VINE Release Notices

TDOC feeds state-prison changes to Tennessee VINE. A VINELink search should use the person’s name or offender identifier and must identify TDOC as the reporting agency. After the correct result is open, registration may offer phone, text, email, TTY, or app alerts for release, transfer, and other selected events. A phone registration uses a PIN to confirm receipt.

The notice supplies a custody update, not a legal calculation. At Riverbend, a transfer alert can mean continued imprisonment at another TDOC location. A release alert should be compared with FOIL’s Supervision Status, Assigned Location, and the state authorization. VINE support is available around the clock at 888-868-4631. When an alert conflicts with FOIL, seek confirmation from TDOC rather than inferring a community release.

ICE Holds After Riverbend Release

A historic ICE agreement involving an old Davidson County jail does not establish immigration custody for a Riverbend prisoner. Riverbend is a TDOC institution. If a state release is expected, TDOC’s authorization and movement record should show whether another custodian will receive the person. Any detainer must be checked in that state record.

When TDOC documents transfer to immigration custody, check the ICE detainee locator with an A-number and country of birth or biographical data. State the event as release from TDOC to ICE, not a community release. A delayed or empty locator result does not cancel the recorded handoff. Follow up through official ICE channels if the receiving record has not appeared.

Davidson Facility Names Changed

Nashville holds DCSO jails and TDOC prisons within the same county, which can make old facility lists misleading. The DCSO campus changed significantly in 2020 when Downtown Detention Center opened, Hill Detention Center closed, and other county populations moved. Riverbend did not become part of that county system. Its operator and release record remain TDOC.

Use the current TDOC prison page and FOIL assigned location. A DCSO control number identifies a county booking, while a TOMIS or TDOC number identifies state custody or supervision. A county release can mark the transfer that began the state episode. Later movement from Riverbend must be verified through FOIL and TDOC records rather than an old Davidson County jail directory.
