DeBerry Facility Release Paths

Lois M. DeBerry Special Needs Facility is part of the Tennessee Department of Correction. It is not a DCSO jail. The state record therefore controls any movement, parole, sentence expiration, or discharge from this institution. The most common research error is to see that the person is no longer assigned to DSNF and call that a release. Because DSNF also functions as a transit center, a changed assignment can simply mean that TDOC moved the person to another prison.

A community departure follows a different record trail. FOIL may change from incarcerated at DSNF to parole, probation, or inactive and may show release or sentence information. Parole means release from prison under Board conditions and TDOC supervision. Inactive is a former-offender status that still needs the sentence and release fields for context. A transfer should remain incarcerated with a new assigned location. The exact status, location, and date labels matter more than the fact that DSNF no longer appears.

Confirm DeBerry Facility Release

TDOC’s Felony Offender Information Lookup covers felony offenders currently or formerly in state custody or supervision. It is the public starting point for a DSNF release check. FOIL is broader than a current prison roster because a former offender or supervised person may remain searchable after leaving the institution.

1. Open FOIL through the official TDOC gateway and follow the Search Now link.
2. Use the TOMIS or TDOC identifier when known. Otherwise search by name and consider the aliases option.
3. Match the result with date of birth, SID, and other identity fields. A name alone is not enough.
4. Open the detail and read Supervision Status and Assigned Location before reviewing any date.
5. Compare Release Eligibility Date, Sentence End Date, Parole Hearing Date, and Parole Hearing Result exactly as labeled.
6. If the assigned location changed, treat it as a possible transfer. Confirm the movement through TDOC records or VINE.

The DCSO active search cannot answer this state-prison question. A past Davidson County jail episode may explain how the person entered TDOC, but it does not establish what happened after assignment to DSNF. The Davidson County release-record overview helps identify the proper custodian when county and state records overlap.

DeBerry Facility FOIL Fields

FOIL separates identity, present status, sentence information, and parole data. That structure is useful for a clinical and transit institution where a new location can be more important than an apparent release date. Copy each displayed label and note when the result was checked. TDOC warns that dates can change when more court documents arrive.

A parole grant alone does not prove that the person has left DSNF. TDOC may need an approved release plan and must clear judgments, detainers, revocations, and unprocessed-sentence flags. FOIL is the locator, while TDOC’s completed release record is the more exact audit trail.

DeBerry Facility Records Contact

An archived-record request is appropriate when FOIL lacks a movement destination, a final release authorization, or enough detail to distinguish parole from transfer. Request the existing record by name and TOMIS number. Useful items include the movement entry, final release or discharge authorization, sentence computation, release type and date, and supervision status. TDOC asks requesters not to send payment at first because archive-search charges, if any, are quoted after the search.

The request should seek records that already exist, not ask TDOC to create a new release explanation. Include a precise date range and item description. Do not send sensitive identifiers in public correspondence unless the official process requires them through a secure channel.

Note: Ask TDOC for the movement destination when a DSNF assignment ends without a clear community-release status.

DeBerry Clinical Transit Records

DSNF is TDOC’s primary clinical and mental-health institution as well as a transit center. Those roles make its record pattern unlike that of a prison used mainly for long-term placement. A person can arrive for evaluation, treatment, stabilization, or transit processing and then return to another state institution. The transfer still ends the DSNF placement, but it does not end the TDOC sentence.

The status and assigned-location fields should be checked on the same day. If FOIL says incarcerated and names another institution, the state movement is the plain reading. If FOIL remains on DSNF after a reported move, allow for processing time and seek the movement record. VINE may supply a notice, but its timing depends on TDOC’s feed. A clinical placement also does not change the legal meaning of parole eligibility, sentence expiration, or a Board decision.

Transit center

A state facility that processes movement within the prison system; departure often means transfer.

Conditional community release before sentence expiration, supervised by TDOC after a Board grant.

Discharge

The formal end of the relevant custody or supervision obligation shown by the official record.

Detainer

A request or hold that can prevent community release or direct a transfer to another custodian.

DeBerry Release Date Limits

FOIL’s Release Eligibility Date is not a scheduled gate date. Tennessee law does not impose one percentage on every sentence. Eligibility depends on the offense date, conviction, sentencing range, sentence length, consecutive terms, and statutory exclusions. Tenn. Code Ann. § 40-35-501 sets the eligibility framework, while § 41-21-236 governs sentence-reduction credits for eligible state prisoners.

Credits can be earned, lost, or limited. Their effect changes with the controlling sentence and offense date. The current framework permits awards within statutory limits for good institutional conduct and satisfactory program performance, but those are not automatic. Some sentences require 85 percent, some require 100 percent, and some provide no parole eligibility. An online date can also change after a corrected judgment, a disciplinary action, a detainer, a new sentence, or a parole decision.

For a sound date check, obtain the judgment and offense date, identify all consecutive terms and jail credits, read FOIL’s separate eligibility and expiration fields, and then check Board action. TDOC’s sentence-management record remains authoritative. A clinical or transit transfer from DSNF does not move the person closer to community release merely because the facility name changes.

DeBerry VINE Release Notices

TDOC participates in Tennessee VINE for state-prison custody changes. Search VINELink by the person’s name or offender identifier, confirm that the reporting agency is TDOC, and compare the result with FOIL. Registration may offer phone, text, email, TTY, or app notices for release and transfer events. A telephone registration uses a PIN to acknowledge the automated call.

A VINE alert is useful for timing, but it is not a sentence computation or a complete movement record. “Released” describes the reporting custodian’s update. At DSNF, that event still must be checked for a receiving agency because a transit move may continue state custody. VINE support is available at 888-868-4631. If the notice and FOIL differ, call TDOC or request the underlying record instead of choosing the more convenient result.

ICE Holds After DSNF Release

The Section 19 immigration angle begins with custodian identity. A historic ICE agreement names an old Davidson County jail, but that agreement concerns county custody and does not prove that a DSNF prisoner is subject to an immigration transfer. For a person leaving a state prison, seek TDOC’s release authorization and any listed detainer or receiving agency.

If TDOC records show a handoff to ICE, use the ICE Online Detainee Locator by A-number and country of birth or by biographical details. Describe the event as release from TDOC to ICE, not release to the community. An empty ICE result is not final because the system can lag or omit some cases. The state release record and the receiving custodian’s current result must be reconciled.

Davidson Facility Names Changed

Davidson County’s correctional map contains both DCSO facilities and three TDOC prisons. Local jail names changed significantly in 2020 when Downtown Detention Center opened, Hill Detention Center closed, populations moved, and an annex was repurposed. Those county changes do not rename DSNF or make it part of DCSO, but old lists can mix all Nashville institutions together.

Use TDOC’s current state-prison page and FOIL assignment for Lois M. DeBerry Special Needs Facility. A DCSO facility field applies only to the county booking system. A TOMIS or TDOC number points to state custody. This distinction matters when a person had an older Davidson County booking before the state sentence. The county release date can mark a transfer into TDOC, while the later DSNF movement or discharge belongs to the state record.

Note: A Nashville address does not make a TDOC prison part of the Davidson County jail system.
